Downs, MIchael J.

Major Michael J. Downs passed away off duty and unexpectedly on February 11, 2025, at home in Newark, Delaware at the age of 53.

Major Downs had served with the Delaware Capitol Police since 2009 and achieved the rank of Major in 2019. He had most recently been the Major in charge of Northern Operations in New Castle County. Previously, he was the Central Operations Commander as a Lieutenant, and prior to that, a Sergeant and Officer in the New Castle Courthouse. Prior to joining the Delaware Capitol Police, Major Downs served with the Delaware Alcohol & Tobacco Enforcement (DATE) from 1996-2009, where he became very close with his colleagues Dan Kline and Mike Hertzfeld. Major Downs also served with the University of Delaware as a security officer from 1994-1996.

Major Downs is survived by his daughter Annika, parents Michael and Juanita, brother Timothy, nephew Asher, and birth mother Gail Cole (Rebecca, David). He was predeceased by his beloved uncle Tom.

Major Downs was born in Wilmington, Delaware. He received a Bachelor of Arts degree in Criminal Justice from the University of Delaware. He graduated from A.I. duPont High School, where he played the tuba in the award winning marching band, which was invited to play many places, including the presidential inauguration, Canada, and England. His high school friends are still like brothers to this day. In his spare time, Major Downs enjoyed reading, mountain biking, and spending time with friends and family. He was passionate about history, learning new things, and learning new languages.

Visitation will be held on Thursday, February 27, 2025, from 1:00-3:00 p.m., with a celebration of life service at 3:00 p.m., at the Evangelical Presbyterian Church, 308 Possum Park Road, Newark, Delaware, 19711.
